Eligibility Criteria

To receive services at Morning Starr New Beginnings, clients must meet one of the following needs-based criteria:

• Jail Diversion: Active Medicaid benefits, two or more psychiatric crises (e.g., inpatient hospitalizations or outpatient crises meeting inpatient criteria), and four or more discharges from correctional facilities within the past three years.

• Long-Term Psychiatric Hospitalization: Active Medicaid benefits and three or more years (cumulative or consecutive) in an inpatient psychiatric hospital within the past five years.

• Emergency Department Diversion: Active Medicaid benefits, two or more psychiatric crises, and 15 or more emergency department visits within the past three years.
