Morning Starr New Beginnings serves as a Recovery Management Entity (RME) supporting adults enrolled in the Home and Community-Based Services – Adult Mental Health (HCBS-AMH) program. Our role is to help participants navigate recovery through individualized planning, service coordination, monitoring, advocacy, and connections to appropriate community resources.

We recognize that navigating multiple services can feel overwhelming. Our team works alongside each participant to coordinate supports, monitor service delivery, and help ensure that their voice, preferences, and identified needs remain central throughout the recovery process.

RME Services Include:

Intensive Recovery Management

Our intensive recovery management approach brings structure and coordination to each participant’s support journey. Through ongoing assessment, planning, and monitoring, we help coordinate services around the participant’s identified needs while encouraging greater self-reliance and informed decision-making.

Service Coordination

We coordinate behavioral health, medical, and social services to promote consistent communication among the people involved in a participant’s support network. This helps participants navigate different resources while keeping their individualized recovery plan at the center.

Housing Services

Housing support focuses on assisting participants with locating, securing, and maintaining appropriate housing options. We recognize that a suitable living arrangement can play an important role in creating an environment where individuals can work toward their recovery priorities.

Linkage To Community Services

Connecting participants with appropriate community resources is an important part of recovery management. We help individuals identify resources that may support their behavioral health, well-being, daily needs, and community participation.

Monitoring Of HCBS-AMH Services

We provide ongoing oversight of HCBS-AMH services to help promote appropriate service delivery and compliance with program requirements. Monitoring also allows us to identify concerns, coordinate communication, and address changes that may affect a participant’s support plan.

Advocacy Services

Every participant deserves a voice in decisions concerning their services and support. Our advocacy services help individuals communicate their needs, rights, preferences, and choices while encouraging active participation in their recovery planning.

Who We Serve

Our RME services are intended for individuals who meet the applicable HCBS-AMH program criteria, including adults who may have:

  • A mental health diagnosis and Medicaid coverage
  • Experienced an extended psychiatric hospital stay
  • Had multiple emergency room visits
  • A history of mental health crises
  • Involvement with law enforcement related to a mental health concern

Eligibility and program participation are subject to applicable HCBS-AMH requirements.
